This is the most brilliant idea I have heard in ages! buy cigarettes should indeed buy licenses which will then entitle them to buy buy cigarettes. If drivers have to be trained (so they don't kill people with their cars!) then smokers - who do kill others - should be licensed too. ?500 per year would be a good fee, I think. The ?200 suggested can cover the administration of the system and the additional ?300 should go to Cancer care.
